SUMMARY/OVERALL DESCRIPTION: 
The successful candidate will have extensive experience with competencies which include full life-cycle software development; solutions architecting; data architecture and modeling; data migration and integration; database engineering, database modeling and design (including relational); database implementation and administration; software implementation, and configuration. Should also have extensive experience with PMBOK Project Management processes and knowledge areas 

REQUIRED SKILLS:

• Maintain at a Top Secret clearance.
• Utilize Scrum, Waterfall and Unified Process methodologies to assess Enterprise level projects against defined objectives throughout various aspects of the Life Cycle.
• Analyze, compile and deliver findings to Executives for Investment Review Board meetings and reviews.
• Analyze Projects during the engineering design process to ensure that the designs properly align with defined requirements
• Engage in several process re-engineering initiatives to realign business protocols with industry best practices.
• Manage all aspects of a project management to include project initiation to project closure and maintenance.
• Perform objective oriented analysis and independent assessments of IT programs and projects based on standardized and authoritative criteria, guidance, and industry best practice.
• Determine if the appropriate documentation, artifacts and work products are consistent and in accordance with FBI Mission standards.
• Utilize LCM guidelines to evaluate projects in order to assess readiness to proceed to subsequent IT Governance Milestone Reviews.
• Assess relevant findings (deficiencies, observations, notables) through the evaluation of project deliverables and activities in order to identify overarching risks.
• Provide fact based recommendations to projects for development of risk mitigation strategies.
• Ensure that contingent risk conditions and liens sanctioned by the IT Executive Management Board are tracked to resolution and addressed in subsequent assessment phases per the Risk Management Plan.
• Evaluate project related data, conduct assessment analysis, compare project schedule of planned activities to actual progress and document all results in Milestone Assessment Plan.
• Excellent verbal and written communication skills in presenting technical analyses and interacting with customer.

EDUCATION:
Bachelor's Degree in Computer Science, Information Systems, Engineering, Business or related scientific or technical discipline. Experience can replace some formal education.
- Typically requires 5 to 7 years of experience but the ideal candidate should have five (5) years of experience
PMP Certification (preferred) or training
