Project Description:
Our client is in need for a full-time onsite business analyst to assist with several major technology initiatives. Activities may include review and analysis of customer capital improvement program requests, and client's department IT investment requirements
 
Position Functions or Responsibilities:
To represent IT, to effectively undertake analysis and deliver Business Analysis findings in accordance with documented city processes. To undertake Business, Systems and Technical analysis and related services working within the Business Relationship Management team. Depending on the scope of activity or project, to review existing documentation, standards, processes, or procedures. To use individual and group interviews, surveys, observation, system review, and other forms of information and data gathering as needed to complete appropriate research to provide complete and accurate analysis and recommendations. Thorough analysis, fit/gap documentation, and recommendations shall be provided for, but not limited to, the following:
- Business process analysis and design
- Functional and non-functional requirements elicitation and documentation
- Systems / Functional analysis including network, infrastructure, data management and security requirements
- Feasibility, options analysis and cost analysis
- Developing Request for Proposal, Request for Quotes, Request for Information, and Bid drafting and evaluation
- Business continuity and disaster recovery planning
- Integration of people, process, and technology-related practices for implementation of technology solutions
Selected candidate must be able to effectively:
- Establish good relationships with key stakeholders
- Facilitate weekly or bi-weekly meetings with the team
- Ensure sponsor and key stakeholders are informed of progress
- Collaborate (as needed) with vendor’s designated contact(s) and the project team members
- Facilitate requirements elicitation, prioritization and decision making
- Track and communicate tasks and progress, including maintenance of formal status reports
- Ensure alignment of business and technical requirements
- Provide communications to executive management, as requested
- Prepare business case documentation to IT standards
 
Basic Qualifications:
- 5+ years of IT Business Process Analysis and Design, Systems/Functional Analysis, Cost Analysis experience. 
- Candidates should have excellent oral and written communication skills with the English language and recent experience (minimum two years within past five years) eliciting user requirements and developing business case documentation for technology projects.
- IIBA certification is preferred and understanding of BABOK tools and processes is essential. 
Additional preferences include experience with formal project management methodologies; procurement and implementation of technology solutions; business process development; functional and technical requirements for large enterprise applications; current software development technologies and methodologies; and formal quality assurance and testing methodologies.
