Job Discription :

The experience and skills required are listed in the order of importance to the agency. Consultant must:

Have the capability to perform the functions described in Section 13, Scope of Work;

Have three (3) or more years of proven enterprise ESRI products, specifically ArcGIS server and desktop experience (current versions); ability to design, publish and support map services;

Have experience managing an enterprise GIS system with a versioned, distributed geodatabase environment; experience in creating, maintaining versions and replications of an enterprise SDE database;

Have experience with linear referencing systems such as creation of route data and event tables;

Have one (1) or more years of proven experience with Oracle Locator and Oracle Spatial (current versions);

Possess knowledge, skills and abilities in ArcGIS Server and Desktop, Oracle and MS SQL database administration (current versions);

Possess knowledge, skills and abilities in administration of ArcGIS for Server and related products, including ArcGIS services and related web mapping applications and full ArcGIS desktop suite;
Have experience in creation, implementation and maintenance of geo databases and shape files;


Have Experience in personal, file and SDE geo database creation, implementation, versioning, and maintenance; geo referencing layers; data conversion; raster and grid storage, compression, and distribution; and spatial and network analysis;

Be proficient in relevant programming languages applicable to GIS; Datums, projections, and coordinate reference systems; networks and linear referencing systems, and geocoding techniques;

Have the ability to learn and support legacy GIS applications, which may require one (1) or more of these skills:

GIS Data management skills;
Data structure design and maintenance;
OracleESRI data pumps; and
Ability to create, troubleshoot and customize scripts using SQL and Python.

Have excellent written and verbal communication skills in English.

PROJECT OVERVIEW:
The scope of services will be to provide a broad level of systems and database administration support for the Nevada Department of Transportations (NDOT) GIS systems. The consultant will augment internal IT staff for NDOTs enterprise ArcGIS efforts, reporting to the GIS Supervisor.

SCOPE OF WORK:
Consultant must perform all activities to the agreed upon project plan/schedule.

Implement, support or maintain GIS software, network infrastructure, database, applications and computer systems; interpret, analyze, recommend and implement geographic information systems; install and implement computer software application programs and systems for department users; assist application developers and GIS analysts to deliver GIS datasets, GIS applications and services;

Implement, support and maintain a versioned, distributed geodatabase environment; provide support for multi-user-editing of GIS data transaction processes;

Support ArcGIS products serving production feeds, administer Oracle and MSSQL databases and support GIS web services, develop and support new GIS solutions, and incorporating hardware and software solutions within the GIS architecture, ESRI Roads and Highways experience desired;

Design, develop, implement, maintain and monitor GIS databases, databases schemas, tables, views, documentation, and reports;

Create custom ESRI enhanced databases using Oracle and MS SQL Server running on Windows;

Super problems with user logins, backups, archives, SDE loading and tuning, patches, troubleshooting, and data sharing;
